Tesla’s Cybercab Meets the Regulators, and the Speed Bumps Ahead
There is an old, sensible instinct that bristles whenever someone insists on marking their own homework. In Silicon Valley, they call it disruption. In Whitehall or Washington, they call it an uninvited headache.
Tesla recently unveiled its Cybercab, a gleaming wedge of the future devoid of pedals or a steering wheel. The proposition was bold. Trust the software, scrap the manual controls, and let the commercial fleet roll. Yet the American road safety watchdog, NHTSA, has now arrived with a clipboard, demanding answers by 30 September on how Tesla self-certified this machine against federal standards.
Self-certification relies on a hefty dose of trust. Existing vehicle regulations were penned under the quaint assumption that a flesh-and-blood human would be sitting in the cabin, ready to grab the controls. When you toss the steering column in the bin, the bureaucratic machinery tends to grind to an abrupt halt.

I think engineering an autonomous vehicle may actually be the easy part of this trade. The duller, infinitely more treacherous task is convincing a sceptical civil servant to let it onto public tarmac. Alphabet’s Waymo has spent years plodding through city permits with agonising caution. Uber sidestepped the mechanical liability altogether, opting to let partners carry the regulatory can.
Tesla, by contrast, chose to sprint ahead alone. But bureaucracy moves at the pace of cold treacle, and aggressive launch schedules rarely survive contact with government inspectors. Moving fast and breaking things is charming in software, but when applied to two-tonne metal carriages, it usually lands you right in front of an inquiry.
